New York and Pennsylvania also have programs that provide financial assistance to low-income individuals for the cost of medical care. Generally, nonprofit hospitals spend a relatively small fraction of their net income on required financial assistance. So, there appears to be some variation in the share of operating expenses that nonprofit hospitals use for financial assistance.

Indeed, there appears to be a large gap, at least for some hospitals, between the levels of financial assistance that would be justified by the tax benefits hospitals receive and the levels of financial assistance actually offered.

Financial assistance laws that require hospitals to commit to a certain required level of spending on financial assistance could help bridge the gap between the levels of financial assistance required by those eligible and the levels of financial assistance actually provided.
